Strict Laws Against Ragging: An Analysis

Cases of ragging in educational institutions in Kerala have been increasing in recent times. This has become a serious issue affecting students' mental health and academic progress. In this context, it is essential to create awareness about the laws and procedures in place to prevent ragging.

Law for the Prohibition of Ragging

As early as 1998, the Kerala government enacted a strict law against ragging. According to this law, all educational institutions are required to establish anti-ragging cells. However, critics argue that the implementation of this law has been delayed and is not being effectively enforced.

Key Sections of the Anti-Ragging Act

Section 2(b): Definition and Forms of Ragging

Any act that physically or mentally harasses, humiliates, threatens, or harms the dignity of a student or individual is considered ragging. This includes:

Physical assault

Mental harassment

Mockery and humiliation

Use of force

Section 4: Punishment to the extend of two years and a fine of ten thousand rupees.

 Applicability

Ragging is considered a criminal offense, and students involved in ragging can face imprisonment and fines. The severity of punishment depends on the gravity of the offense.

Section 6: Responsibility of Educational Institutions to suspend the student engaged in ragging.

The law allows for action against the authorities of educational institutions if they fail to prevent ragging. Strict measures can be taken against such institutions, including revoking their recognition.

Measures to Prevent Ragging

Preventing ragging requires collective efforts from the government, educational institutions, parents, and society. Some suggested measures include:

Strengthening Anti-Ragging Cells

Anti-ragging cells should be active in all colleges.

These cells should be easily accessible to all students.

Awareness Campaigns for Students

Awareness programs should be conducted to educate students on the seriousness of ragging.

Students who file complaints against ragging should be given protection and confidence.

Role of Teachers and Management

Teachers should identify ragging incidents in advance and intervene immediately.

Management should consider this a priority issue and take necessary action.

Strict Disciplinary Actions

Punishments for students involved in ragging should be stricter.

In cases of repeated or severe ragging, stringent actions should be enforced.

Complaint Submission Mechanisms

Platforms should be created where students can easily report ragging incidents.Mobile apps, websites, and anonymous complaint boxes can be used for this purpose.Ragging is a serious social issue. Addressing it requires not only laws but also their strict enforcement. To ensure the safety and mental well-being of students, the government, educational institutions, teachers, parents, and students must work together. The menace of ragging can only be reduced through immediate and strong measures. While laws exist, ensuring their implementation and effectiveness is of utmost importance.
